by public administration tend to be much more 'operational', based on a critical analy-
sis of the present situation, and presenting a comprehensible projection of future
spatial development trends which allow the formulation of strategies and actions.
SPATIAL VISIONS
Spatial planning strategies outside legal frameworks can take various forms, and
have often been described as 'spatial vision', structural outline, spatial develop-
ment perspective, Leitbild or spatial guiding principles, depending on the context
and the planning cultures involved in their preparation. 7
The terms will be used
interchangeably in this topic.
