provide a context for the Bestemmingsplan , though this instrument is predomi-
nantly in place only in urban areas. The most important planning instrument at local
level is the Bestemmingsplan , which is the only plan that is legally binding on cit-
izens, organisations and public bodies (also at national and provincial levels), but
only after it has been approved by the province (Kragt et al. , 2003).
