for change and implementation. The goal of framework is to feed in the
national plans of the country and other adaptation actions. In the program
it is expected that ecosystem management practices can help vulnerable
communities. It has emphasis on least developed countries to help them to
move towards building resilience for, restoration of, degraded or vulnerable
ecosystems.
Looking Forward
Adopting a secure pathway towards adaptation is a challenging and
complex question. This could be solved in light of available options,
collateral datasets, investments and effects, interest of stakeholders and
similar indicators. Such requisites make adaptation a science to identify key
and fundamental indicators in the process of decision making and policy
formulation. Adaptation is the process where people and communities
come together to manage impacts of climate change. Adaptation is a rapid
evolving process and development of one specifi c framework is diffi cult.
The adaption framework can take direction from traditional approaches
and other available solutions but it has to be region specifi c, community
specifi c and above all time specifi c. The appropriate adaptation policy
framework need to take care of marginalizing and has to suggest measures
to lead to security. After studying different cases studies based on the above
mentioned frameworks various priority areas has been identifi ed for the hill
regions (Fig. 6.5), the priority areas have some important subjects such as
traditional knowledge of the region and ecosystem based approaches, these
two subjects are important to have appropriate region specifi c adaption
policy.
Adaptation, mitigation and development in light of any change
and disaster should be seen in continuous band for any population and
community. These activities should contribute to the communities' adaptive
capacity and resilience. Livelihood diversifi cation for poverty alleviation
would require signifi cant institutional and policy support. Such initiatives
and strategies must be sensitive to the cultural contexts, norms and
differences. The climate change adaptations approaches are now widely
discussed even in the international accords emphasis on cross sectorial, cross
boundary and trans-disciplinary approaches. The hilly region where most
appropriate approaches are ecosystem based need to have better inventory
of impacts on biodiversity and human well-being including health and its
relationship between poverty and other development parameters.
