over time in response to variety and order of stresses including natural
and climate induced disasters. If governance and planning including the
community based initiatives takes climate change and resulting stresses
into the account, infrastructure development can contribute to enhancing
resource security and disaster risk reduction. Also policy at different levels
and impletion at different scales plays a paramount role in understanding,
adapting and mitigating the effects of climate change induced risk and
disasters. Policy at international and national levels often has strong
implications for local conditions, but higher level policies are often out of
touch with local concerns and realities (ICIMOD 2009a,b).
Planned adaptation includes the angle of human systems hence
adaptation decisions becomes the central idea of the approach, where
adaptation is planned for reducing the impact on humans. This approach
