social agents, which are subject to the norms and seek to reach proper objects; and the
government officials detectors and / or effectors, which are responsible for detecting the
compliance of a policy issued by the government agent as well as regulatory environ-
ment resources, and apply possible sanctions to actions that characterize the breaches
of the rules.
The framework presupposes the adoption of these four types of agents interacting to
promote the policy cycle.
The norms are structured in the following way [6,7]:
-Id: the identifier of the norm;
- Recipient: specifies the role to which the norm applies;
-Action: specify an action to be held by the agent who takes the role to which the
norm was addressed;
- Condition: specifies contextual a condition necessary for the application of the
norm;
- Periodicity: Specifies the event that should occur (month, week, or a specific ac-
tion) to verify the condition;
- Exception: specifies a condition in which the norm does not apply;
-Sanction: specifies the sanction to be imposed in case of violation of the norms.
The social agents, effectors and detectors agents are constantly observing the norms.
They acquire knowledge of any changes in the system. Their knowledge of the norms
is added through beliefs that define any action that is prohibited, obligatory.
Once committed a breach of these norms, it is up to the detector agent and / or
effector agent to seek in the artifact the appropriate sanction and eventually to apply it.
Public resources available in the environment and up to the same shall also be willing
as a CArtAgO artifact to establish interaction in the system.

Comparing MOISE+ and the MSPP Framework
In this section, we present a comparision between the MOISE+ modelling and MSPP
Framework, in the context of HSJ social organization. The first column of Table 1 shows
a sample of norms observed in the HSJ regulation. In the second column the types of
the norms are shown, namely, obligation (i.e., a norm that must be accomplished), right
(i.e., a norm that represents a right of an agent playing a certain role) and permission
(i.e., a norm that indicates an allowed action). In the third column the periodicity of the
