The Program
The Application segment examined computer science training program based on the
cognitive human development interventions initiated by computer science professional.
One typical example was the establishment and coordination of the Manor River Union
Poly Technic Training Institute (MRUPTTI). The intent behind the implementation of the
program was to promote the awareness and get better understanding of not only the design
of computers, but also other areas of studies such as engineering and technology. The inten-
ded outcome was to develop and set up an assessment technique and intervention program
that could assist scientific, engineering and technologies communities compute in inven-
tions. Knowledge gained in the process would be a motivating factor to enhance scientific,
engineering and technological innovations.
The polytechnic training center serves approximately one thousand students in the city
of Freetown, Sierra Leone. The median age of the student population was twenty-nine and
the ethnicity broke down was roughly 26 percent Sierra Leoneans, 36 percent Liberians, 13
percent Guineans, approximately 17 percent Asians, and 8 percent other.
In May 1980, the professional coordinators of the Institute, who were also certified tech-
nical practitioners, initiated a pilot program in computer assessment and intervention for a
community's computer learning center. The staff identified the need for computer interven-
tion when calculating the frequency index on student visits to the institute based on student
interest in the computer curriculum on campus outreaches. The program was fully suppor-
ted by the dean of Counseling and Student Services and by the staff and faculty members.
Institutional Research Board approval was obtained in April 1983 from the academic re-
