obstacle. Therefore, encouraging, compen-
sative and income-guaranteed policies, such
as free technological service, training and
financial support, and a free/low-interest
agriculture loan policy must be made the
highest priority, so that the governance of
soil carbon in China can be pushed forward
persistently and effectively.
