. Energy supply and demand axis
The future balance between energy supply and demandmust be obtained first
by reducing the demand. Energy must be used more effectively, to reduce
consumption without jeopardising development. At the same time, a suffi-
cient supply must be provided by diversifying the energy supply sources.
. Carbon balance axis
To limit the risks related to climate change we must control CO 2 emissions,
by reducing energy consumption, and also the carbon content of the energy
mix
. Unfortunately, the anticipated comeback of coal will contribute to
increasing the carbon content. To reach the CO 2 emission reduction
objectives, we must also find other solutions and, in particular, resort to
capture and storage of at least a large proportion of the CO 2 emitted.
Although not easy to establish, a balance must be found between
economic development (supply-demand axis) and essential protection
of the environment (carbon balance axis).
To guarantee the security of energy supplies while preserving the
environment, an ambitious action plan matching the stakes involved
must be initiatedwithout delay, based on the following four action points:
