Just as the incarceration rate tracks the eclipse of that debate, the geographical
inquiry into criminal justice in the city uncovers the territory of the juxtaposi -
tion between crime and poverty. Focusing on where incarcerated people live when
they are not in prison and comparing that with poverty suggests this conjunc -
tion rather starkly. Is incarceration policy the new solution to poverty, or a new
structural component?
