Current System Characterization
In the current system the following actors were identified in the local authority
activities management, whose respective use cases diagram is shown in Figure 1.
A senior technician checks the balance sheets, which reflect the revenue stream
and expenditure of municipal activity, and create the indicators: PPI (multi-
annual Investment Plan), GOP (Major Planning Options) and the revenue
document.
The GAM (Office of Citizen Service) employee creates and receives revenue
documents, which can be individual or collective.
The employee of the Water Division is responsible for creating collective
income documents related to this type of billing.
The accounting employee can input in the system bill requests and invoices and
then can create money orders that, upon approval by the President, shall be paid
to the supplier.
The President, or another member of the city council executive, checks these
indicators, validates them, and takes management decisions.

Characterization of the System to Be
Comparing UML use cases diagram of the system to be (Figure 2) with the one of the
current system (Figure 1), the actors are the same: local authority Executive, senior
technician, GAM Employee, employee of the Water Division and the accounting
employee. Nevertheless, it should be noted that the intermediate stage, consultation of
balance sheets and accounts has been deleted and the data are collected directly from
