system. The language system consists of all messages that DSS accepts and processes. The
display system consists of all messages send by the DSS. The knowledge system is the
knowledge database that enables to manage the DSS. The problem-processing system
accepts user messages from the language system and in cooperation with the knowledge
system will seek for the answers and present via the presentation system (interface) a
suggestion of response or essential elements that lead to the decision.
A possible classification for DSSs comprises systems oriented to data and systems
oriented to models [1]. Generally, DSS oriented systems work with aggregated data,
the models being developed with strong domain knowledge support. Examples are
expert systems and systems based on mathematical programming. A data oriented
DSS has as its central point a database or data warehouse. These systems are
developed in order to analyze large volumes of data and extract knowledge. Examples
are systems for data mining and analytical information systems [2].
The present work describes a Web-based DSS that follows the Enterprise Data
Warehouse model, similar to the one described by Mendes et al. [3], to predict the
evolution of the required indicators. The new system intends to intervene in the
existing SI, with first-order improvement in organizational work [4]. As in Mendes
and Themido [5] data from multiple sources is combined and aggregated arranged in a
database built for this purpose.
The paper is organized as follows: the DSS (System to Be) requirements and
system design are described in section 2. The system development and the forecasting
models used are described in section 3. The paper ends with a conclusion and
perspectives for future work.

Requirements and System Design
The hierarchy in a local authority is composed by the Executive city council, whose
number of elements is related to the number of registered voters on the board, by the
Municipal Assembly that has the triple of local authority Executive elements and also
the Presidents of all Parish Councils.
The software currently in use on the Local Authority allows producing summary
documents (statements and balance sheets), which aggregate the information,
depending on the user's selection (expense or income), according to a selected period.
These summary documents reflect values and respective types of expenditure or
revenue find individually on different data sources. Each type of income or expense is
associated with a designation and an account.
After checking these summary documents, a previously prepared spreadsheet are
fill out for the construction of indicators, allowing a comparative study with the same
period in the previous year.
After the indicators are built, it is necessary to prepare the Implementation Report
to the Executive city council to be taken in consideration on the Planning and Budget
plan.
