problem Statement
Compile a narrative from the above that states the problem in three paragraphs (or
sections):

Current state and associated roadblocks
Required actions to overcome roadblocks and achieve desired outcome
Problem Statement Checks/Balance
Having produced a final problem statement, Table I.14 prompts for details regard-
ing the problem statement and the effects of a solution (whatever that solution
may be); remember the goal is to identify the problem, the correct problem. The
objective is to ensure an investment of resources actually produces a solution to the
correct problem.
Note: The objective of the PAD is to produce a clearly stated problem, not a solu-
tion. Do not get caught up in discussing solution details. We are not looking to
define a problem that fits a solution. We are looking to identify and clearly articu-
late the correct problem.
Table I.14 provides a template to perform a reality check on the problem state-
ment. The reality check questions are only guidelines to spark thought; by all
means, add questions. Record answers, comments, and conclusions regarding the
questions in the table as well. Maintaining a record of thought process and ratio-
nale is extremely valuable for personal, team, and organizational learning.
