ing stated the problem, perform a reality check on the problem statement to see if
it makes sense. Finally, make recommendations on how to proceed with address-
ing the problem. Similar to addressing risk, there may be a need to fix the problem,
or the problem resolution may be impractical or impossible. The formal process in
this template provides a manner to reach an intelligible conclusion with facts and
rationale to back up the final decision.

The PAD process consists of a careful review of available information regarding the
specifics of the problem, research into possible causes of the problem, and analysis
