Key Parameters
Key parameters are those that represent the details necessary to report on the
objective as stated in the narrative. The key parameters in the example are aware-
ness level and understanding level. Awareness level is measured as the number of
employee and contractor awareness message encounters within a 12-month period.
The understanding level is measured as a retention level of awareness details as
presented in the awareness messages. Measuring understanding requires a survey
or quiz to discern the retention level.
Discoery
In the discovery section, describe how to obtain the measures for each key param-
eter. The measure in the quantification table (Table C.5) represents the totals for
the enterprise; the discovery method is how to obtain measures of key parameters
(actuals) to compare against these totals. For example, discovery is how to obtain
the quantity of people within the enterprise population that are aware of the new
security policy. That quantity compared to the total enterprise population (EP)
yields the percentage of the EP aware of the new security policy.

The key parameters are awareness level (AL) and understanding level (UL). AL is
the number of message encounters. How is the message encountered? Given there
are 50,000 people to track, live training is cost prohibitive. Printed material is
also cost prohibitive given cost of printing and mailing via USPS. All employees
and contractors have an e-mail address, and most by far use e-mail on a regular
basis (multiple times per week). All employees have a corporate intranet account for
United States Postal Service.
