IA Quantification Process (IAQP) Template

introduction
There is much activity in industry to quantify results with metrics and measures.
The challenge is how to do so at all, and then how to do so accurately such that
results actually represent reality and have useful business meaning. The IAQP pro-
vides a methodology to quantify IA with the intent of showing useful business
meaning to IA. The IAQP consists of the following steps: generate a narrative of the
problem, identify parameters from the narrative, identify the metrics and measures
of the parameters through quantification , describe how to discover the measures,
describe through analysis what to do with the measures, describe how to report the
findings, and, lastly, describe how to provide feedback to the organization for an
enterprise benefit from the quantification process.
For purposes of the example in the IAQP template, the Organizational Context
Framework presents governance , management , builders , operations , use , and leaders .
From the perspective of creating a solution, governance drives management, man-
agement provides direction to builders, builders create and turn over to operations,
and operations provides for user demands. From the perspective of ongoing opera-
tions and showing business value, users provide feedback to operations, operations
provides reports to management, and management provides reports to governance.
IAQP helps discern what metrics and measures to capture from users that provide
meaningful operational feedback in terms of does operations work at all , does it work
effectively, , and does it work securely . Operations refines user input to generate reports
