12.11.1
Concept
Idea inception—when an idea is a good one, then what? There is need for a formal
process within which new ideas may enter the organization and be considered in
the context of the enterprise. Idea inception is innovation. The innovation frame-
work comes into play here; a new concept attempts to introduce a new business
need or satisfy an existing business need.
12.11.2 Architect
Assuming the idea is worth pursuing, the enterprise architect examines the business
fit of the concept. The ensuing detail may include modifying existing EA artifacts
(documents reflecting the EA) or the generation of new EA artifacts.
12.11.3 Engineer
An enterprise systems engineer examines the technical fit of the concept in the con-
text of the enterprise. The term technical does not necessarily mean an automated
solution. The term technical includes a new business service, technical service, a new
task, or a task refinement. The result of applying the new concept may enhance a
manual task, a cognitive task, or an automated service.
12.11.4
Acquire/Develop
The traditional question of build versus buy is less a question today. The guiding
principle is buy COTS irst, buy custom second, build in-house third. Buying
custom or building in-house will require exhaustive proof that such an approach
is absolutely necessary, and even then expect volumes of questions and resistance.
For example, if there is need to create a call center to increase customer service, this
function can be outsourced to a company with the infrastructure and expertise to
perform this business function. The call center service becomes a COTS solution
easily obtained from a service provider.
Commercial off-the-shelf, which includes software, managed services, and in some cases
outsourcing.
