drivers with O&M provides insight to the answer. If an operational service no
longer fulfills a valid business need or fulfills a business need of relatively low prior-
ity, that operational service may be either scaled back or eliminated. To continue
the example, if the elimination of that service reduces budget expenditure by 10
percent, you are halfway to the 20 percent reduction objective. Now there is need
to reduce the remaining operational budget by 10 percent. The business benefit of
creating and maintaining an enterprise traceability matrix is smarter, faster busi-
ness decisions that have a higher degree of confidence.

To add business value, you have to know what value the business is looking for.
Formally capturing business drivers as requirement statements provides traceable
motivation for the development of capabilities, products, and services, and trace-
able motivation behind IA. Capturing the root drivers provides you with the capa-
bility to discern and convey the business value of IA at various organizational levels.
