Additional Plug-ins Folder
By default the Additional Plug-ins Folder is used as the folder for storing
any plug-ins you download for Photoshop Elements. You can choose any
folder you want, but it is a good idea to place this folder in the Photoshop
Elements folder.

Switch to your operating system and drag the unzipped plug-in file (or folder) to
the Additional Plug-ins folder in the Photoshop Elements application folder.
