The Victoria Park Alliance comprises the New Zealand Transport Agency, Fletcher
Construction, Beca, Higgins and Parsons Brinkerhoff. The Alliance worked on con-
structing the Victoria Park Tunnel on State Highway 1, which is one of New Zealand
Transport Agency's Roads of National Significance. This is comprised of a 450-m
(1,480-ft) cut-and-cover tunnel for three lanes of northbound traffic and the associ-
ated carriageway including realignments and widening works. At the height of con-
struction, 600 personnel were active on the project.
Overview
In 2010, the Victoria Park Alliance identified the need to develop a positive internal
safety culture to meet the growing needs of today's construction site. Safety psy-
chologists advised the Victoria Park Alliance that a positive safety culture could be
achieved by winning the hearts and minds of personnel who were typically familiar
with hazardous environments and performing difficult and dangerous tasks to achieve
progress. An effective message of personal relevance was required to encourage safe
behaviour and to avoid incidents and accidents.
Approach
In February 2010, the Victoria Park Alliance held several small workshops with key
personnel to develop ideas and formulate an engaging solution. The result was the de-
velopment of a large-scale initiative to engage with workers by encouraging person-
nel to question safety issues in their working environment and to consider the impact
of an accident on their personal life and families. The key to engagement was to make
