in farming was a determining factor for the Canadian immigration pro-
gram, but the racial ideas of the time also had an infl uence on which
were considered desirable and undesirable ethnic groups. As a result,
the British and the Americans, who often arrived in Southern Alberta
in groups riding in covered wagons, were at the top of the list of desir-
able immigrants according to the Immigration Directorate.
