Add a name for the role and using handles assign the role as shown in
the following screenshot:

Add another role Hodentekwin7\User . In the row filters in the bottom for
Orders table, use Orders [OrderID]>10600 for DAX filter and for Products
use Products [UnitPrice]>30 for DAX filter.
With his permission, the HodentekWin7-User has access to only the filtered
rows of data from the two tables.

Highlight the Hodentekwin7-Admin (the first role you added) and click on
Members in the bottom pane.
Now you can add members to this role in the window that gets displayed
as shown in the following screenshot:
