At a macro-regional level, the decline of the labor-intensive industries of the
Manufacturing Belt triggered the reverse migration of black Americans to the South.
This “return South” is not fast enough, however, for the black population of the
South to progress as fast as the total population of that region. Of African-
Americans, 48% lived in the South in 2000, making the population of blacks in the
South once again larger than in the North (see Figure 4.8).
