. 3.. An.Advanced.Notice.of.Proposed.Rulemaking.(ANPRM).is.published.in.
the. Federal Register .and.written.comments.are.requested.to.be.submitted.
within.thirty.to.sixty.days.
. 4.. The.comments.are.analyzed.
. 5.. A. Notice. of. Proposed. Rulemaking. (NPRM). is. published. in. the. Federal
Register with.a.copy.of.the.proposed.regulation.
. 6.. Another.public.comment.period.transpires.usually.for.thirty.to.sixty.days.
. 7.. If.no.additional.major.issues.are.raised.by.the.comments,.the.process.con-
tinues.to.Step.10.

review.and.possible.revision.of.the.NPRM.

are.times.when.an.individual.or.industry.may.take.legal.action.to.bar.the.
regulation's.promulgation.

capriciously,.the.court.may.void.the.regulation.and.the.whole.process.must.
be.repeated.
