actors develop and sustain the political wherewithal to establish different
rules for the corporate and governmental actors that promoted degrada-
tion and demand their compliance. It is only when transformations in
the rules of the game are achieved, and stakeholders are held accountable
for their actions, that environmental justice will be achieved.
