4. The dominant party in the ruling coalition after the July 2009 elections,
Citizens for the European Development of Bulgaria (GERB), was formed only
at the end of 2006 and identifi es as rightist and pro-European. The right side of
the political spectrum has fragmented in the last two election cycles. The Union
of Democratic Forces continues as a smaller party, while splinters of the old party
and new forces have formed new center-right and right parties.
5. Signals are complaints with some corroborating evidence. The evidence does
not have to meet the standard necessary for a trial, but it must arouse suffi cient
doubt about the case to cause the prosecutor's offi ce to investigate.
