Adaptation of the plan to each individual case and creativity from the environ-
mental practitioner are critical to a successful environmental analysis. One of
the goals of this topic is that environmental analysis practitioners generally and
NEPA practitioners specifically implement and enhance the methods presented
in this and companion topics and raise the quality of environmental analysis as
reflected by the NEPA and similar rating systems. The improvement in environ-
mental analysis should also reduce the degree of adverse environmental impact
resulting from the proposed actions because a better understanding of the antic-
ipated impacts is a first step in reducing the degree of impact.
