alternatives. This was followed by workshops in which stakeholders were
encouraged to raise their issues or alternatively submit them in writing, which
produced a list of approximately 20 issues and concerns (Table 4.1).
After the stakeholders had an opportunity to review the list of issues/
concerns, another workshop was held. The workshop included a discus-
sion of issues, first by the RWA and then the stakeholders who had raised
the issues were encouraged to elaborate and ask questions. Toward the end
of the workshop, each stakeholder was asked to “rank” the concerns from
their perspective with a score of 1 to 100 assigned to each issue. The process
was well publicized by the RWA, the media, and the workshop participants,
which created a larger list of stakeholders. The additional stakeholders were
then encouraged to participate in a survey, similarly scoring the concerns
and issues. The mean score from all stakeholders was calculated with the
rank and relative importance of all 20 issues/concerns established (last col-
umn of Table 4.1). The environmental analysis then proceeded by address-
ing each issue with the level of importance indicated by the stakeholders,
representing an important factor in establishing the level and intensity of
investigation and analysis for each issue and concern. Thus more effort was
expended on the issues and concerns that ranked the highest.
