Choose Edit > Fill. In the Fill dialog box, choose Color from the Use
menu, and then select a vivid blue color in the Color Picker. Click OK to
close the Color Picker, and click OK again to close the Fill dialog box.

Choose Select > Deselect.

Choose 3D > New Mesh From Layer > Mesh Preset > Cone. If you see a
message asking whether you want to switch to the 3D workspace, click
Yes.
