You'll leave the top of the tombstone in focus, but blur the rest using an iris blur.
The default blur settings will work fine.

Choose Filter > Blur Gallery > Iris Blur.

In the image window, drag the Iris Blur ellipse up so that the top of the
tombstone is in focus. Then click OK.
