The procedure for the determination of weighting coefficient is based on
the ASPID method designed to quantify weighting coefficients under specific
constrain defined in the verified for every option.
In the procedure for the determination of weighting coefficients there are
several steps, namely:

Normalization of indicators

Determination of the average values for the weighting coefficients for
the option which meet specific constrain

Determination of the total resiliency index for every specific constrain

Formation of the Rating list among options under consideration
