to technically qualified people, users of the systems they developed and the country
as a whole at minimum cost, as well as increasing the likelihood of future prosperity
and reducing the risks of a political or economic catastrophe. In terms of rights eth-
ics, their actions respected the rights of both technical experts and the people of the
country to benefit from their expertise. In terms of virtue ethics, respecting local
people and using their skills in a positive way are a sign of good character.
