Today, it is mandatory to use the Corps 1997 manual in the 404 permitting process. However, one
of the issues concerning its use relates to regional differences in technical and policy considerations
impacting wetland delineation. For example, technical issues could include whether wetland criteria
are appropriate in a particular region, and whether indicators used to identify wetlands in the ield
are sensitive to regional variations in environmental conditions (National Research Council; NRC
1995). These issues resulted in the Corps developing supplements to the 1997 manual for the fol-
lowing regions (Figure 19.7):
