NOTE
1. Action ethnography influenced the development of empowerment evaluation.
I use empowerment evaluation extensively in my international consulting work in
Australia, Brazil, Canada, Ethiopia, Finland, Israel, Japan, Mexico, Nepal, New
Zealand, South Africa, Spain, the United Kingdom, and the United States. It is designed
to help people help themselves. Community members are taught how to evaluate their
own programs with the aim of improving program performance (see Fetterman, 2001;
Fetterman, Kaftarian, & Wandersman, 1996; and Fetterman & Wandersman, 2005).
