The EIA would be incomplete without presenting environmental mitigation and monitoring measures, together with fi nancial and
human resource requirements.
regulation promulgated by the US. Council on Environmental Quality (CEQ) established
the target size for an EIS as 'normally not to exceed 150 pages in length and for propos-
als of unusual scope or complexity 300 pages' (40 CFR 1502.7). Regulators and companies
routinely fail to meet or even approach such page limits, probably driven by the hope that
'beei ng up' the EIS will deter potential opponents and litigants, or, in the event that deter-
rence fails, support the argument that 'it's in there somewhere'. This tends to result in
long, complicated, costly documents that are, in essence, EIAs with little or no public par-
ticipation, and that aren't particularly clear about which impacts are or are not signii cant.
