human resource deployment in mine construction. Note that it is important to be receptive to
completely different solutions than those presented in the mine proposal. It is also important
that alternatives be real, so they can provide a basis for meaningful comparison. The cred-
ibility of an assessment of project alternatives and, ultimately, of the environmental impact
assessment is at risk if the mine proposal is identii ed as the preferred solution and is put into a
favourable light by comparing it to poor or 'straw man' alternative solutions ( Case 2.4 ).
The assessment of project alternatives is not always mandatory, but it should always be
part of an EIA as good practice. International lenders such as the World Bank often require
a systematic comparison of the proposed investment design, site, technology, and opera-
tional alternatives (World Bank OD 4.01, Annex B 1989; IFC 2006). Alternatives are to be
considered in terms of their potential environmental impacts, capital and recurrent costs,
