Dependency on one particular state would not arise if power plants were distributed
in a number of locations. Also, importing more than 20 to 30% of the total supply
from one nation would not be wise from the point of view of supply reliability. To
this extent, the risk would be a manageable one. For most of the poor nations of
North Africa the raw material of solar energy could become a positive element in
their economic development and, as a result, contribute towards political stability.
Consequently, both sides would benefi t from the import idea.
