Property owners have been denying access to tempting cliffs and mountains for fear of
lawsuits. Recently some protective arrangements have been made for individual owners of
attractive sites, and such restrictions are improving, but they are yet to be tested in court.
These are thorny issues, and they are being made even more complex by the great num-
ber of persons going into danger, as well as the flood of lawsuits, both justified and frivol-
ous. Unfortunately, little help in solving them can be expected from a judicial industry that
absorbs as much as half the money that changes hands as a result of such proceedings.
