Concept
The public sector lacks money, is unwilling to bear all the ensuing risks and has
limited experience with efficient large scale projects, so most forms of cooperation are
unsuitable, leaving only PPPs to implement the project. Since there is no additional
data available, this assessment is based on studies that have been published to date.
