that encourage development in particular parts of the city. The centerpiece
of the SGI is the Smart Growth map identifying a Drinking Water Protection
Zone in the west and a Desired Development Zone in the east (
fi gure 4.6).
An environmental activist observed that “the designation of the Drinking
Water Protection Zone and the Desired Development Zone simplifi es the
debate and clarifi es it, for the development community and the citizens.” 54
An important part of SGI was the framing of both Smart Growth zones
in positive terms. It suggests that urban development can be a “win-win”
proposition for growth machine advocates and green romantics by simply
steering future growth to desirable locations. 55 The municipal program
also refl ects the urban sustainable development discourse that emerged in
