with unfamiliar technical terms. One of the goals of the data segmentation effort is
to define the “granules” at a workable level that could be understood by most
patients. Another difficult issue is properly linking the defined granules to the mul-
tiplicity of health data elements that might be in a chart.
There is a second issue, “how should the needs of individual patients be consid-
ered relative to those of various other stakeholders who may desire access to the
information in question and/or prefer not to confront the practical and logistical
implications of distinguishing it from other non-sensitive information.” [ 10 ]
