Through the analysis of all the possible relations between the building and the
environment (such as the geographic position of the site, the climatic zone, the
meteorological parameters, the morphology of the land, the presence and use of
green areas, features of the urban layout, features of the local materials used for
buildings, building techniques, and so on) the most adequate parameters of bio-
climatic design will have to be specified.
The cited annex to the municipal building codes will have to comply with the
other territorial planning tools such as the Municipal Energy Plan, if existing.
Also, in urban contexts where historical heritage is huge, such as in most Italian
cities, the annex will have to account for such context in order to preserve the
historical and cultural identity of the site, giving value the constructive elements of
the historical buildings or in the traditional features of the fabric, that typically find
full compliance with the principles of bioclimatic architecture.
The Administration to make the new sustainable building code truly opera-
tional, will have to implement control and verification procedures of the projects
aiming at verifying the correspondence between the contents of the building
regulations and the project, both during the presentation as well as in the reali-
zation phase. This is a crucial step in order to set out a real change in the way the
buildings are created and managed.
To make the procedures easier the Administration can set out a synthetic
checklist with the mandatory interventions in terms of energy efficiency included
in the annex, the checklist will be completed and presented by the expert as annex
to the technical report of the project.
The checklist will contain the climate, geometrical, energy needs data and also
the features of the building envelope and of the technical systems. The technician
from the Administration on its side will have at a glance all the data to check the
correctness of the procedure both during the preliminary presentation phase of the
design and in the realization phase in the building yard.
5.4.1
The Sicilian Context
In the aim of creating the basic knowledge and make applicable at territorial level
a sustainable revision of the municipal building regulations the work has been
carried out in different phases. Starting from the analysis of the municipal building
regulations of some local administrations in Sicily, the most critical aspects for the
development of energy efficiency related measures and implementation of
renewable energy sources have been searched. The executed analysis has evi-
denced that there are no real regulatory obstacles for such measures, the main
problems being the inertia of local administrations towards any change and the
consequent missing transposition of the national and European legislation.
If on one side, indeed, the legal framework of energy efficiency is continuously
changing, with European directives and national transpositions that make it diffi-
cult for local administrations the continuous update, on the other, the case study of
