The project, running between January 2010 and January 2014, is also dealing
with:
• Involvement of local authorities in the experimental phase promoting the
adoption of Local Action Plans that should identify an adequate set of concrete
actions, coherent with the priority measures promoted at regional level and
aiming at reaching the 2020 objectives, guaranteeing their measurability and
continuous monitoring
• The action is implemented by means of the implementation of a Dedicated
Information System (named SIRENA Factor 20).
• Promotion of actions aiming at raising the consciousness of local stakeholders
about the importance of the CO 2 factor as a strategic element and as a priority
for the definition of policies and actions for sustainability.
The Sicilian Region has identified the priority actions and measures to be
included in the Local Action Plans among which the action about the
''Improvement the energy and environmental quality of buildings, through the
adoption of standards in the Urban Building Regulations ensuring greater sus-
tainability and energy efficiency of buildings'' (Vaccaro 2013 ).

The Regulatory Frame in Italy in the Field of Energy
Efficiency in Buildings and in the Use of Renewable
Energy Sources Generation
The interest towards a sustainable change in the building sector is now remarked in
the contents of the Directive 2010 /31/UE ''Energy performance in buildings''
(EPBD recast, active since July 2010 replacing the Directive 2002/91/CE) and by
the new and more recent Directive 2012 /27/UE 3 about energy efficiency that will
be soon transposed into the Italian national legislation.
In Italy, on June 6th 2013 , the Decree n. 63 has come into force, coordinated
with the conversion Law nr. 90, into force since August 3rd 2013, that is the
national Italian transposition of the Directive 2010 /31/UE.
The Decree applies to the public and private buildings and dictates rules about
energy performance of new buildings, important restructurings and energetic
requalification, updating the decree 192/ 2005 transposing the Directive 2002/91/
CE (old EPBD) that till now, with various updates, is still the national regulatory
benchmark.

The Directive, inter alia, raises the need to ''increase the rate of restructuring of real estate, as
the existing building stock represents the individual sector with the greatest potential for energy
savings'' stating also an annual rate of 3 % of mandatory restructuring for buildings owned by
their central government in order to improve their energy performance.
