The proposal is based on two simple but important observations: the depletion
of energy resources and the bad conditions of the housing built 9
in Italy after the
World War 2.
The objectives are:
• maintenance, regeneration and safety of public and private housing taking into
account that more than 24 million people live in seismic hazard areas, while
another 6 million people are living in areas with high hydrogeological risk;
• drastic decrease in the consumption of land and reduction of energy wastage
and water consumption in housing by promoting the realization of energy and
ecological districts;
• revaluation of the public spaces, urban green areas and district services;
• rationalization of urban mobility and waste cycle;
• implementation of innovative digital infrastructures connecting Italian cities,
promoting home working, reducing commuting, transferring and wastage;
• preservation and revitalization of historic centres.
To implement the National Plan for Sustainable Urban Regeneration (Ri.U.So)
a national policy on the regeneration of cities is needed, giving directions that will
ensure quality standards, low costs, minimal environmental impact and energy
saving. The Plan also includes a cultural improvement involving all stakeholders,
from designers to companies, involved in the building industry.
To achieve these objectives, it is not sufficient the synergy among politics,
experts, companies and finance, but the citizens cooperation is also necessary, not
only because the cities' housing stock is mainly owned by private subjects but
because it is also important that citizens become aware of the quality of the
environment they live in.
Italy needs to set politics and tools for urban regeneration, for bridging the gap
between what is done in building for sustainability and what can be done for ruling
a smart planning of the cities.
In Italy, the city planning has proved to be, in general, incapable to predict and
implement adaptation and mitigation actions, to face natural emergencies and to
solve the social and economic issues of the city.
Although the ''strategic'' model was introduced in the administrative and
professional practice, the plan has not been able to give concrete answers to the
questions emerging from society.
To achieve a new urban quality for the Italian cities it is necessary to integrate
the planning with the designing. It is necessary to bear in mind the Italian
architectural culture and how this culture grew and developed.
Urban Building Regulations could be the potential connection tool to solve the
problems among sustainable building and designing of urban open space including
the issues on single buildings and public space.

In Italy 70 % of the buildings are over 40 years old and was built with materials and techniques
that can be considered obsolete.
