The ''Plan Cities'' (art. 12 law 134/2012) expects that Municipalities send to the
Ministry of Infrastructure and Transport proposals of ''Contracts of urban
enhancement'' in which they ask for coordinated interventions on degraded urban
areas.
At the expiring date (12 October 2012) 457 projects were presented. The
Committee ''Cabina di Regia'', appointed by Ministerial act in August 2012, has
evaluated and selected the projects according to the following criteria:
• the operational status of intervention;
• the ability and modality of stakeholders to partecipate
and acquire public and
private equity funds;
• the reduction of the marginalization and social decay;
• the improvement of the infrastructures;
• the improvement of urban, social and environmental quality.
In January 2013 the list of the 28 selected projects was published 6 , allowing a
state funding of 318 million Euros, with this financial resources it will possible to
realize projects and works worth 4.4 billion Euros coming from public and private
investments (MIT 2013 ). At the same time 24 more projects were evaluated
qualified for funding. So far only three cities (Potenza, Matera and Venezia) have
signed the ''Contracts of urban enhancement'' with the ''Cabina di Regia'' that has
the task for monitoring the progress of the project.
The results of the ''Plan Cities'' will be compared to the previous experiences of
urban planning as ''Recover Program'', ''Urban re-qualification Programs'' and
''District contracts''.

Urban Regeneration
The attention to the problem of resources, compared to the past years, requires a
different approach towards urban transformation and requalification proposals.
A greater sense of responsibility, a different moderation and new austerity steps
are needed in order to find solutions that are readily available (Oliva 2011 ).
Regeneration offers an opportunity for environmental, architectural and social
requalification of cities.
This is a different approach compared to the past, since it is an alternative to
urban expansion, to building new shapeless urban structures, and to underuse the
existing building heritage. This approach isn't restricted to adaptation of cities to
climate change, but it focuses, not only on the quality of urban living and citizens
participation, but also on the strategies adopted in building urban spaces that will
