receivables relating to the money indicated in the following article 6. The GSE
will pay to the assignee provided that:
(a) the assignment relates to all the receivables of the assignor towards the GSE
pursuant to this contract;
(b) the receivables will be assigned to a single assignee only;
(c) the deed of assignment
• is to be signed on the same date or after the signing of this contract;
• is to be drafted in fully compliance with the format published by GSE on its
website by filling the relevant gaps;
• shall be executed before a notary public or with signature certified by a
notary public.
It is not allowed to create a pledge over the receivables (matured or to be
matured under this contract or to make any assignment following to the first one
from the assignee to third party).
Therefore, because of the limitations provided for by the contract to be entered
by the beneficiary and the GSE, it is possible to grant as guarantee on the cash flow
generated by the conto termico only the pledge over the bank account over which
the incentive will be paid into and the assignment of the receivables arising under
the conto termico (subject to the conditions indicated by the GSE).

The Incentives for the Energy Efficiency: The Titoli di
Efficienza Energetica
The white certificates or ''Titoli di Efficienza Energetica'' 8 (''TEE'')(Energy Effi-
ciency Securities) are instruments tradable which certify that energy savings in the
final use of energy have been achieved by means of interventions for the energy
efficiency increase.
The white certificates regime has been introduced by article 9 of legislative
decree No. 79/1999, DM 20 July 2004, by legislative decree No. 115/2008, by
legislative decree No. 28/2011, by Ministerial Decree 28 December 2012.
Pursuant to above mentioned laws and regulations the electric and gas distri-
bution companies must achieve yearly targets of primary energy saving (the saving
is measured as a saving of oil equivalent ton or Tonnellate Equivalenti di Petrolio
(TEP)). 9 A TEE is equal to a saving of one TEP.
The goal of primary energy saving is made directly (by making interventions of
energy savings or through the help of ESCOs) or indirectly by purchasing the TEE
from third parties. The ESCOs, the major industrial and services operators which
are obliged to appoint the energy manager, the gas and electric distribution
