benefit from €200 million expenditure engagement and from the right to book in
advance the incentive (up to €100 million). The public sector may obtain the conto
termico in relation to energy efficiency interventions (such as thermic insulation of
the opaque surface, replacement of transparent fixtures, replacement of existing
heating plants with new and more efficient heating plants and shading systems) on
buildings which are already existing, duly registered in the cadastral register and
which have a plant for the regulation of the internal climate. Both the public and
private sector may obtain the conto termico in relation to interventions on already
existing buildings for plants producing thermal energy from renewable sources and
high efficiency systems (such as the replacement of heating plants with new one
having heat pumps, replacement of heat plants for greenhouses with a heat plant
fuelled by biomass etc.). For more complex energy efficient initiatives it may be
necessary to enroll in a registry in order to benefit from the conto termico
incentive.
The conto termico is fixed for the whole period of its duration and shall ensure a
fair remuneration of the investment and operation costs. The right to the incentive
starts from the date of conclusion of the intervention, as stated in the request to be
filed with Gestore dei Servizi Energetici S.p.A. (the ''GSE'') up to a maximum of
5 years.
The request for the incentive must be filed within 60 days from the completion
of the energy efficient intervention and it must include bank transfer payment
evidencing that the payment is connected to an energy efficient intervention
benefitting from the conto termico. If the energy efficient intervention is financed
by means of leasing or other kind of financing, the payment order must include
details indicated in the Rules for the applicability of the Ministerial Decree dated
28 December 2012 released by GSE.
The incentive is granted after the execution of an agreement by and between the
person responsible for the intervention and GSE according to contract model
approved by the Autorità per l'energia elettrica il gas e il sistema idrico (the
Italian regulatory body for the electric energy, gas and hydric system).
The conto termico incentive should aim at reducing the difficulties in energy
efficiency initiatives by reducing the cost of the investment. Notwithstanding this
goal, the form of the agreement for receiving the incentive under article 5
(schedule 10 ''facsimile scheda Contratto'' to the rules implementing the Minis-
terial Decree 28 December 2012 release 4 December 2013 7 ) provides some lim-
itations to the fully bankability of the agreement for receiving the incentive. More
specifically, it provides that ''the Responsible Person is allowed to assign the
