Funding Energy Efficiency Measures

Abstract
In this chapter some difficulties for the financing of the energy efficiency
measures are illustrated together with some juridical tools, which may support
and facilitate the funding of the energy efficiency interventions.
7.1
Tools to Foster Energy Efficiency in Italy
As already mentioned above in this manuscript, the European Union plays a
crucial role in increasing energy efficiency policies amongst its Member States and
it sets the legal framework for the Italian legislation on energy efficiency. In
particular, it is worth mentioning that article 194 of the Treaty on the Functioning
of the European Union states that ''In the context of the establishment and func-
tioning of the internal market and with regard for the need to preserve and improve
the environment, Union policy on energy shall aim, in a spirit of solidarity
between Member States, to: (a) ensure the functioning of the energy market; (b)
ensure security of energy supply in the Union; (c) promote energy efficiency and
energy saving and the development of new and renewable forms of energy; and (d)
promote the interconnection of energy networks''.
Article 1 of directive No. 2012/27/EU sets out the framework for the European
Union to ensure the achievement of 20 % energy efficiency target by 2020. In this
context, an important pillar for achieving 20 % savings of energy consumption
