BACK STORY: BUD CLARK, “THE
PEOPLE'S MAYOR”
Bud Clark was just a folksy tavern owner when he ran for mayor against in-
cumbent Frank Ivancie in 1984. Ivancie was a former city commissioner, a
formidable and well-connected career politician who had already secured en-
dorsements from many of the city's most powerful groups and institutions, in-
cluding labor unions and The Oregonian . (Trivia: It was Ivancie who, as part
of his 1982 “war on crime” agenda, made it illegal to give Portland police of-
ficers the middle finger.) Clark, on the other hand, was known mainly for hav-
ing flashed a statue of a nude woman in the now-iconic “Expose Yourself to
Art” poster. It should've been a joke of a campaign, and that's more or less
how Ivancie's people decided to treat it. But against the odds, and most ob-
servers' predictions, Clark won—by a wide margin—thanks in large part to
his grassroots campaigning and his folksy, man-of-the-people style.
Clark served as mayor for eight years. His accomplishments while in office
include formulating the city's first-ever 12-point plan for ending homeless-
ness; leading development of the Oregon Convention Center; introducing the
city to community policing; and sponsoring the Mayor's Ball, a fund-raising
live music concert that had the pleasing side effect of helping to solidify the
indie music scene in Portland. Today the city's new transitional housing and
community resource center for the homeless is named Bud Clark Commons in
honor of the former mayor.
