If you're moving into Beijing and someone from your company is moving out, they
won't be able to automatically transfer the car over to you. They need to return their plate,
and you need to go into the lottery for your own plate. Your chances of success are pretty
slim. Hundreds of thousands may apply, but only 20,000 names are pulled out every month.
Unsuccessful names roll over into the next barrel. If you do manage to win, you can then
buy a car.
