to point out the need to focus also on the manage-
ment of IT resources (associated, of course, with
outsourcing) but also the delivery of value of IT
to the business.
The next thing was trying to identify where the IT
function in the organization is, and also to under-
stand the different decision making mechanisms
that are present on the companies. In general, there
is no IT department on the organization (only the
big company has its own IT department), and the
IT function depends of the manager. But there
has been identified that the IT function depends,
hierarchically, of other managing position different
of the manager, in almost half of the companies.
This position should be the vice-manager, or the
second in charge in the company that takes care
of IT (Figure 17).
Considering this information, it is clear that
the sponsorships falls under the person that is in
charge of the IT function: the manager/MDO, the
CIO (that exists only on the big company), and the
vice-manager or the second person in charge in

Related with the first research, on this research the
authors analyzed if the companies have a business
and an IT strategy, and its relationship. This can
be seen on the Figures 14 and 15:
The conclusion is clear: while organizations
are concerned about managing its business with a
business strategy or vision, regarding IT the situ-
ation is completely different. However, overall,
the perception of the companies with regard the
degree of alignment between IT and the business
is good as shown in Figure 16:
